MTO Appraisals

Do not pay tax on more than you paid for your used vehicle.

  • The MTO (Ministry of Transportation Ontario) charges HST on private used car sales based on values found in the Used Vehicle Information Package (UVIP).
  • The UVIP must be purchased before ownership, or title, can be transferred. It is usually provided by the seller, but the buyer can get it too. You just provide the MTO with the serial number or Vehicle Identification Number (VIN). The fee is currently $20.00.
  • The UVIP report has important information, including ownership history, a record of any liens, and 2 values-Average Wholesale, and Average Retail, which are sourced from a nationally recognized database. It has data for vehicles up to 15 years old.
  • A buyer in a private sale will be charged HST on the Average Wholesale Value as listed on the UVIP
  • A bill of sale on its own is not sufficient for HST purposes.

Why MTO?

  • When purchasing a vehicle that is over 20 years old, an MTO Appraisal is required.
  • We are registered with the Ontario Minister of Finance to appraise vehicles for HST purposes.
  • We have access to the same database used by the MTO for tax determination.
  • Vehicle value is affected by several factors, such as options, mileage, buying as is vs. certified, excessive wear, rust, unrepaired or poorly repaired damage, branded ownership, mechanical issues, or you may have just negotiated a good deal!
  • To see if you would benefit from our services, simply provide us with the year, make and model. We will research and call you to discuss the wholesale and retail figures, and the details of the vehicle you are purchasing.
    There is no charge for this service.
  • Remote or virtual appraisals are not accepted by the MTO.
  • Appraisals must have the original signature of the government registered appraiser.
  • We will personally inspect your vehicle, and complete a Motor Vehicle Appraisal Record, issued by the Minister of Finance, on the spot.
  • The appraised value we enter on this form is the final word on what value you will pay tax on.
  • Most appraisals can be done within 1 business day.
  • Refunds are available if you overpaid HST prior to knowing about our service-Call to inquire.
